Pernambuco Court of Accounts alerts municipalities over temporary hiring excess

The Court of Accounts of Pernambuco (TCE-PE) is issuing an alert to mayors regarding the significant increase in temporary staff hires across the state. Data from the Tome Conta Portal indicates that out of 184 municipalities in Pernambuco, 120 currently have more than 50% of their workforce composed of temporary employees.

Under resolution TC nº 296/2025, the TCE-PE has established a mandatory reduction schedule to ensure that public service entrance remains primarily through civil service exams. The regulation mandates that temporary hires must not exceed 50% of the total workforce by December 31, 2026. This limit will be further reduced to 40% by the end of 2027 and to 30% by the end of 2028.

Municipalities such as Afrânio, Carpina, Vitória de Santo Antão, Capoeiras, Panelas, and Custódia were identified as being above the permitted threshold. Custódia, in particular, reported a temporary workforce of 74.77%. Failure to comply with this schedule may be classified as illegal management, potentially leading to fines and affecting the official judgment of municipal accounts.
