Perspectives on terrorism in climate and political contexts

Two distinct perspectives on the concept of terrorism are presented. One argument posits that the fossil fuel energy model constitutes ‘climate terrorism’ because it causes massive, systematic, and prolonged damage to civilian populations and ecosystems through global warming, droughts, and extreme weather.

In Peru, the discussion focuses on the unresolved justice for victims of the internal armed conflict. Despite the findings of the Truth and Reconciliation Commission, many victims—including Quechua-speaking peasants targeted by Sendero Luminoso, as well as military and police personnel—await full truth and reparation. Concerns have been raised regarding recent legislative moves, such as Law 32107, which may restrict the classification of crimes against humanity and impact the pursuit of justice for those affected by both insurgent and state violence.
