Pertamina Hulu Rokan signs contract for Indonesia's first shale oil project

PT Pertamina Hulu Rokan (PHR) has signed a non-conventional hydrocarbon (MNK) production sharing contract with SKK Migas to develop shale oil in the Rokan Block. This marks the first shale oil development project in Indonesia. Following the discovery of significant reserves at the Gulamo and Kelok wells, estimated at approximately 11.3 billion barrels of oil equivalent, PHR is proceeding with the drilling of two delineation/appraisal wells.

SKK Migas Head Djoko Siswanto stated that initial production is targeted for this year, pending the approval of the first Plan of Development (POD-1). This initiative is expected to serve as a milestone for the national upstream oil and gas industry, helping to offset the decline in conventional oil production.

In a related operational update, PHR has also commenced operations of a new Early Production Facility (EPF) at the Libo Gathering Station in Siak Regency. This facility is designed to address production constraints and optimize oil output and processing capacity from the Libo field, supporting national energy stability.
