Peru 2026 elections: 1,739 candidates declare criminal convictions

A review of candidates for Peru’s 2026 Regional and Municipal Elections has identified 1,739 individuals who declared criminal convictions in their filings with the National Jury of Elections (JNE). Among these, 63 mayoral candidates reported convictions related to domestic violence or aggression.

The Alianza Para el Progreso (APP) party, led by César Acuña Peralta, notably includes 211 candidates with judicial sentences. These include 18 regional government aspirants, 52 provincial mayoral candidates, and 141 district municipal candidates. Specific cases highlighted include former governor Elmer Cáceres Llicabucca, who is seeking office again despite multiple sentences, and candidates with histories involving robbery or investigations related to terrorism.

JNE President Roberto Burneo stated that current legislation allows individuals with sentences to participate in elections if they have completed their penalties or have been rehabilitated. He emphasized that the final verdict rests with the citizens, who should use this information to inform their votes.
