Peru advances MAPA law to support small artisanal gold miners

On 12 April, congresswoman Silvia Monteza presented Project Law No. 14798, known as the MAPA law, which aims to formalise and promote small‑scale and artisanal gold mining in Peru. The bill creates a Register of Mining Concession Holders with exploitation contracts and sets royalties of 5 % of the gross sale price for gold sold to certified “Oro Formal” plants, or 10 % for non‑certified facilities. Buyers and processors will withhold a 3 % income‑tax, the applicable royalty, and a 1 % social contribution, of which 65 % will fund anti‑human‑trafficking efforts and 35 % will support technological transition.

The legislation is intended to benefit mining enterprises that operate processing plants and concentrators, such as Paltarumi, La Joya Mining, Veta Dorada and Las Lomas Doradas, while providing a formal framework for artisanal miners holding a Reinfo registration but lacking a concession contract.
