Peru and Argentina push reforms to student transport benefits and university ID cards

Peru's Congress is reviewing a bill introduced by Deputy Marleny Arminta that would extend the validity of university identification cards to two years and allow them to be used every day, including weekends and holidays. The proposal also revises the student transport subsidy, capping the discount at 50% of the regular fare and making the benefit available from 5 a.m. to midnight. It calls for Sunedu to roll out a digital university card within 90 days, while maintaining the legal equivalence of physical and digital formats.

In Argentina's Neuquén Province, Youth Secretary Kathe Allende announced a mandatory revalidation process for the free student transport ticket (Boleto Estudiantil Neuquino). About 3,500 university and tertiary students who travel up to 250 km must submit an updated enrollment certificate online by 31 August, or lose the subsidy on 1 September. The digital procedure aims to keep the benefit active for students attending in‑person classes.
