Peru appoints Guillermo Shinno as Minister of Energy and Mines
Guillermo Shinno, a mechanical engineer with extensive experience in Peru's mining and energy regulatory bodies, has been appointed Minister of Energy and Mines by President Keiko Fujimori. His background includes service as Vice Minister of Mines, general manager of the regulator Osinergmin, head of the mining company Apumayo, and board roles at Egasa and Sucamec.
The appointment comes as Peru faces a backlog of mining projects valued at roughly US$64 billion, a sector that accounts for about 12 % of national GDP and employs close to 280,000 workers. Ongoing social conflicts at mines such as Las Bambas, a decade‑long blockade at Tía María, and disputes along the southern mining corridor are highlighted as major governance challenges that Shinno must address beyond his technical expertise.
