Peru's regional authorities grapple with stalled projects and contract irregularities

The Regional Government of Junín announced that sanitation works in the Muruhuay settlement will restart in August after a halt since April caused by technical access problems and local opposition. The project, budgeted at 10.5 million soles, is slated to finish within 120 days.

In the Ancash region, the National Infrastructure Authority (ANIN) cannot replace the contractor Obrascon Huarte Lain (OHLA) on the Casma River integral solution project after OHLA won an emergency arbitration. The multi‑million‑sol project is stalled at about 74 % physical progress, with costs now exceeding 1,043 million soles.

The same region faces another delay: the planned new headquarters for the Ancash Regional Government in Huaraz remains postponed because the required budget for the technical study (approximately S/3.83 million) was not approved, despite the overall project being authorized for S/192.6 million.

In the Cusco department, the Paruro municipal government distributed granola bars whose sanitary registration had expired in August 2021, violating food‑safety regulations. The Comptroller General ordered corrective measures and possible accountability.

Health officials in La Libertad are proposing municipal ordinances that would fine residents who refuse entry to dengue‑control teams. Half of the houses refused access, reducing vector‑control coverage to about 47 % and prompting calls for stricter enforcement.
