Peru Congress delays CAS workers' gratuity and CTS law

The Permanent Commission of Peru's Congress has postponed the approval of a regulation that would implement Law 32563, which grants gratuities and Compensation for Time of Service (CTS) to public sector workers hired under the CAS regime. Workers' unions say the law, enacted in March, remains ineffective because the Ministry of Economy and Finance (MEF) warned that the decree contains regulatory gaps and lacks the budgetary authorization needed for immediate, uniform application. The MEF report calls for a complementary legal norm to define calculation methods, payment timing and financing, noting that current public budgets cannot accommodate the new obligations.

In response, CAS workers across several regions, including a march in Tacna, have staged protests demanding the full, non‑progressive payment of the benefits. Union leaders argue that many CAS employees earn around S/1,200 and deserve the same social rights as other labor regimes. The debate over the supplemental credit bill supporting the measures is scheduled to continue in Congress, with the outcome critical for the rollout of the benefits.
