Peru considers tax hike for online betting amid market shifts

The online sports betting market in Peru is facing significant shifts in both user traffic and potential regulatory changes. Following the 2026 World Cup, betting platforms saw a sharp decline in engagement; while monthly visits averaged 136.9 million during the tournament, they dropped to 87.4 million in the subsequent months. Despite this volatility, the third quarter of 2026 saw record traffic of 309.4 million visits, a 37.2% increase compared to the previous year.

Economically, the sector remains substantial. During the World Cup months, monthly bets averaged S/ 4,170 million. In July alone, net income for betting houses reached approximately S/ 456 million. This activity has contributed significantly to state revenue through selective consumption taxes and gambling taxes.

In response to the industry's growth and social concerns, the Peruvian Congress is reviewing a legislative proposal to quintuple the Selective Consumption Tax (ISC) on online betting from 1% to 5%. Introduced by members of the Partido Cívico Obras, the bill aims to increase tax revenue—potentially reaching PEN 1,620 million annually—while addressing public health issues. The proposal cites data from the Ministry of Health showing 14,409 cases of gambling addiction treated in 2025 as a primary justification for the increase.
