Peru: Controversies emerge over legislative powers and political appointments
Former Constitutional Court President Óscar Urviola has criticized a draft law delegating legislative powers to the Executive branch. Urviola argued that the document’s designation as a ‘Senate law’ is unpardonable, as it ignores the legislative authority of the entire Congress, including the Chamber of Deputies. He stated that a simple errata cannot fix the issue because it undermines the constitutional recognition of the dual-chamber legislative process.
Separately, Senator Daniel Barragán announced the resignation of his sister, María del Carmen Barragán, from her position as an advisor at EsSalud. The resignation follows media and political pressure regarding potential conflicts of interest. Barragán denied any exchange of favors, attributing the timing of her appointment to a coincidence with Senate votes on legislative powers. He maintained that his sister is a qualified professional who resigned to avoid disrupting his work in Congress.
