Peru Defense Minister Rafael Belaúnde faces constitutional complaint
Peruvian Defense Minister Rafael Belaúnde is facing a constitutional complaint filed before the Subcommission of Constitutional Accusations of the Chamber of Deputies. The complaint alleges the irregular appointment, designation, or acceptance of illegal public office regarding three specific individuals.
The allegations include the designation of Darwin Teófilo Eufracio León as Vice Minister of Defense Resources, claiming he lacks the necessary requirements and holds political ties to the Libertad Popular party. Additionally, the complaint cites the irregular maintenance of Beny Vásquez as president of the Military Police Fund and the appointment of Maritza Manturano as chief of advisors. Manturano is reportedly under investigation for an alleged network of ghost employees at the Municipal Real Estate Company of Lima (EmiLima).
Separately, Belaúnde has expressed support for the Public Ministry's request to integrate prosecutors into the Unified Command against criminality. He stated that having ad hoc prosecutors during military operations is necessary to properly document intelligence and evidence.
