Peru energy sector faces crisis due to high costs and low investment

Energy sector executives and specialists are warning of a growing vulnerability in the Peruvian electrical system, describing the situation as an “alert, almost emergency.” During the Smart Energy Summit 2026, industry leaders highlighted that the system suffers from a lack of new firm generation, high dependence on natural gas, and extreme price volatility, with costs fluctuating between 50 and 280 dollars.

In the Piura region, ENOSA regional manager Pedro Carrasco Vásquez noted that transmission line congestion and limited local generation are driving up electricity production costs. This financial pressure on distributors reduces the resources available for infrastructure investment. To address this, ENOSA is calling for the government to evaluate regulatory mechanisms that encourage local generation and mitigate cost increases.

Industry experts warned that transferring these high energy costs to industrial consumers could severely damage the competitiveness of sectors such as agroindustry, fishing, mining, and manufacturing. Leaders from companies like Fénix and Celepsa emphasized the need to accelerate investments and establish clearer regulatory rules to stabilize the market and increase supply.
