Peru extends state of emergency in Lima and Callao
The Peruvian government has extended the state of emergency in Metropolitan Lima and the Constitutional Province of Callao for an additional 60 days. Effective October 28, 2026, the measure aims to combat rising crime, including homicide, contract killings, and extortion.
Under Supreme Decree No. 142-2026-PCM, the National Police of Peru (PNP) will maintain control of internal order with support from the Armed Forces. The decree establishes a Unified Command between the PNP and the Armed Forces specifically to combat organized crime.
The extension involves the suspension of certain constitutional rights, including the inviolability of the home, freedom of movement, freedom of assembly, and personal security. Additionally, all mass public activities—such as religious, cultural, or sporting events—will require prior authorization from competent authorities, while smaller gatherings may proceed without special permits.
