Peru government seeks legislative powers amid security and El Niño risks

Peruvian constitutional lawyer Jhon Torres Roselló warned that while the dissolution of the Chamber of Deputies is constitutionally unlikely, the Fujimorismo faction could use a confidence question to pressure the legislature. He said the executive, led by Keiko Fujimori, plans to submit a bill requesting broad legislative delegation to reform state sectors, a move that could trigger a political crisis if the Congress rejects it.

Congress President Miguel Ángel Torres expressed confidence that parliamentary groups will back the delegation request, citing rising citizen insecurity and the approaching El Niño phenomenon as urgent reasons for faster executive action. He noted that the proposal will follow the standard procedure through the lower house and the Senate, which he now presides over. Both officials highlighted the potential for a governmental impasse if confidence motions are denied, which could enable the executive to dissolve the lower chamber.
