Peru grapples with corruption as contested appointment and governor’s trial proceed

The Special Agency for Efficient Public Procurement (OECE), part of Peru's Ministry of Economy and Finance, appointed José Del Carmen Baldera Chapoñan as executive of the Subdirection of Registral Operations despite his 2017 indictment for embezzlement and recent detention on corruption charges in Lambayeque.

Separately, the Third Preparatory Investigative Court completed the accusation control stage in the case against Tacna regional governor Luis Ramón Torres Robledo and former municipal officials. Prosecutors allege they colluded in a 2017 land sale at the Viñani industrial park, undervaluing the property and causing state losses. The case has moved to oral trial, with evidence including documents, expert reports, testimony and video material accepted for evaluation.
