Peru implements expedited tax-for-works mechanism to accelerate urgent projects
The Peruvian government is implementing an exceptional mechanism called ‘Obras por Impuestos Exprés’ (OxI Exprés) to accelerate the adjudication of urgent public works. Managed through ProInversión, this initiative aims to reduce current administrative timelines by approximately one month.
The mechanism focuses on four priority areas: addressing the El Niño phenomenon, enhancing citizen security, completing outstanding construction projects, and natural disaster prevention. The proposal was presented to officials from all 18 ministries during a meeting at the Presidency of the Council of Ministers.
To ensure efficiency, participating public entities must establish specialized technical teams to act as single points of contact, preventing files from stalling in regular administrative channels. Regional governments will select specific works from lists provided by various sectors. The Comptroller General of the Republic will maintain oversight through concurrent control to ensure fiscal accountability during the expedited process.
