Peru signs PPP agreement to launch Lima Metro Lines 3 and 4
The Ministry of Transport and Communications (MTC), the Urban Transport Authority for Lima and Callao (ATU) and the state investment agency ProInversión signed a collaboration agreement to start the formulation phase of Metro Lines 3 and 4 in Lima‑Callao. The pact, signed by Transport Minister Aldo Prieto Barrera, ProInversión chief Luis Del Carpio Castro and ATU president David Hernández, creates technical, financial and management mechanisms for the projects under a Public‑Private Partnership (APP) model.
The agreement authorises the preparation of detailed technical studies, risk assessments, land‑acquisition strategies and interference analyses that will feed the APP evaluation report. Officials said the lines will eventually serve between seven and eight million residents, reducing congestion and improving urban connectivity, while aiming to accelerate construction timelines and lower project risks.
