Peru nominates Javier Gonzalez-Olaechea to lead the ILO

Peru has officially nominated former Foreign Affairs Minister Javier Gonzalez-Olaechea to lead the International Labour Organization (ILO) for the 2027-2032 term. Gonzalez-Olaechea, who has two decades of experience with the ILO, has proposed a platform titled “A Dignified Life in the Disruptive Era,” focusing on protecting workers amidst technological shifts like artificial intelligence and automation.

The leadership race includes Spain’s Labour Minister Yolanda Diaz and the incumbent Director-General, Togo’s Gilbert Houngbo, who is seeking re-election. Candidates’ hearings are scheduled for November, with a secret ballot to follow. The new Director-General is set to begin their term on October 1, 2027.

The election occurs as the ILO faces significant financial challenges. The organization is grappling with a liquidity crisis due to delayed contributions, including a situation where the United States owes 257 million Swiss francs ($315 million) in arrears and assessed contributions. To manage the shortfall, the ILO’s governing body is considering cutting up to 120 full-time positions, representing approximately 7% of its workforce, for the 2026-2027 period.
