Peru officials condemn Rafael Santos for racist remarks
Peruvian institutions and officials have issued widespread condemnations against former Pueblo Libre mayor Rafael Santos following controversial remarks regarding regional election results in Cusco. Santos suggested that the electoral behavior of citizens in high-altitude regions was influenced by a “lack of oxygen,” implying a connection between geographic location and cognitive capacity.
Alberto Beingolea, the Minister of Culture, formally rejected the statements, labeling them “racist and discriminatory” and an “absurd idea.” Despite apologies from Santos, the Ministry emphasized that Peru is a diverse nation where all citizens have the right to make independent decisions regardless of their climate or location.
The Medical College of Peru (CMP) also issued a statement signed by national dean Pedro Riega and Cusco regional dean Reynaldo Cabrera, stating there is “no scientific basis” to attribute lower intellectual capacity or discernment to a population based on their place of residence. The CMP criticized the use of medical concepts to validate social stigmas.
In response to the comments, Cusco Regional Governor Werner Salcedo has filed a criminal complaint against Santos for alleged discrimination. The National Assembly of Regional Governments (ANGR) has also expressed support for the citizens of Cusco.
