President Keiko Fujimori and Education Minister José Antonio Chang have unveiled the National Education Plan 2026-2031 in Peru. The plan addresses significant educational declines highlighted by the PISA 2025 results, which showed a decade-long regression in science, reading, and mathematics.

Key initiatives include the National Teacher Excellence Program, which will combine training with evaluations for entry and advancement in the Public Magisterial Career (CPM). To enter the CPM, candidates must achieve a minimum score of 14 on national exams. The Ministry also plans to implement a daily hour of reading in schools to improve comprehension.

Regarding curriculum reform, Minister Chang announced the removal of ideological interpretations from history textbooks, specifically targeting the period of terrorism between 1980 and 2000, stating the government will rely on scientific historical rigor.

Infrastructure remains a critical concern, as only 30% of state schools currently have access to basic services like water, electricity, and sewage. To combat this, the administration aims to build 2,000 new schools and remodel 3,000 existing ones by the end of the term.
