President Keiko Fujimori and Education Minister José Antonio Chang have unveiled the National Education Plan 2026-2031, a strategic roadmap aimed at addressing systemic failures in Peru's education sector. The plan follows disappointing PISA 2025 results, which indicated a decade-long decline in student performance in science, reading, and mathematics.

Key components of the plan include the implementation of the National Teacher Excellence Program, which will combine training with mandatory performance evaluations for entry and advancement in the Public Magisterial Career (CPM). Minister Chang specified that entry will require a minimum score of 14 and emphasized that these evaluations are formative rather than punitive. Additionally, the government will mandate one hour of daily reading in schools to combat declining literacy rates.

To address infrastructure deficits, the administration has pledged to build 2,000 new schools and modernize 3,000 existing ones over the course of the term. This comes as reports indicate only 30% of state schools currently possess basic services such as water and electricity.

The plan also includes a controversial curricular reform. Minister Chang announced the removal of ideological interpretations from history lessons, specifically stating that the period of violence between 1980 and 2000 will be taught as terrorism rather than a “civil war.” The reform will also introduce new content in civic education, values, English, and financial literacy.
