Colombian audit finds $176 million irregularities in teachers' health and pension fund

Colombia’s Contraloría General de la República disclosed major fiscal irregularities in the Fondo Nacional de Prestaciones Sociales del Magisterio (FOMAG). The audit identified ten findings with a total fiscal impact of 176.795 million pesos, including a single 133.255 million‑peso payment for medical‑assistential services and interest that should have been borne by health providers. Additional irregularities comprised 27.982 million pesos paid to retired teachers as a half‑year bonus without legal basis, 5.479 million pesos spent on late‑payment sanctions, and more than 9.200 million pesos in interest and penalties from delayed or improper payments.

A separate review by the health regulator Supersalud reported 38 administrative findings with possible fiscal, disciplinary and penal repercussions. Supersalud highlighted a 210.399 million‑peso discrepancy between the fund’s reported debt and its accounts, and overpayments amounting to 606.056 million pesos between May 2024 and March 2026. Both bodies will forward their reports to the Fiscalía, the Contraloría and the Procuraduría for further action.
