Peru prosecutors archive forced sterilization investigation

The Peruvian Prosecutor’s Office has closed the investigation into a mass forced sterilization campaign conducted during the administration of Alberto Fujimori (1990–2000). The campaign reportedly affected over 314,000 women and 24,000 men, primarily targeting indigenous and impoverished populations through coercive practices.

To archive the case against 52 alleged perpetrators, including former health ministers, prosecutors invoked Law 32107. This legislation, supported by the Fuerza Popular party, stipulates that crimes against humanity committed before July 1, 2002, are subject to statutes of limitations. Human rights organizations have criticized this law as a mechanism for impunity.

Victims and legal advisors have announced plans to appeal the decision. They argue that the operations constituted crimes against humanity, which should not be subject to prescription. This legal development follows a supranational court ruling that condemned the Peruvian state for the death of Celia Ramos during the sterilization campaign, affirming that such violations of human rights do not expire.
