Peru President Keiko Fujimori granted 90-day legislative powers

The Peruvian government has officially enacted Law 32743, granting President Keiko Fujimori the authority to issue legislative decrees for a period of 90 days. The law covers 27 specific areas divided between public security and response to the El Niño phenomenon.

In the realm of public security, the executive can legislate on organized crime, migratory control, firearms regulation, and reforms to the national penitentiary system. The law also allows for the exceptional and temporary use of the Armed Forces to assist in the external security of penitentiary establishments if the National Police capacity is exceeded. Additionally, the government is authorized to create a registry for criminal organizations that utilize methods similar to terrorism.

Regarding the El Niño phenomenon, the powers focus on infrastructure, agriculture, and disaster prevention. The measure was approved by the Senate with 35 votes in favor, 18 against, and six abstentions. While the government argues these powers are necessary for a rapid response to rising crime and climate risks, opposition members and human rights activists have criticized the move, expressing concerns regarding potential abuses of power and the restriction of civil liberties.
