Peru technical experts propose urban and governance reforms

Technical experts and professional institutions in Peru are presenting development proposals ahead of the 2026 elections. In Arequipa, a webinar co-organized by the Instituto Peruano de Economía (IPE) and the Universidad Nacional de San Agustín (UNSA) addressed critical urban development issues. Experts highlighted that traffic congestion in Arequipa is projected to cost over S/ 380 million in 2025, with residents losing an average of 155 hours annually to traffic. Proposed solutions include transitioning to Sustainable Urban Mobility (MUS), consolidating the Integrated Transport System (SIT), and developing ring roads.

In Lima, the Colegio de Ingenieros del Perú (CIP Lima) has submitted technical contributions to the 2026-2031 General Government Policy. Their roadmap emphasizes the implementation of a National Multipurpose Cadastre to integrate territorial information and risk maps. This tool aims to guide investment and prevent illegal occupation of hazardous zones. Other recommendations include integrated project management, reducing seismic vulnerability, ensuring water security, and promoting the responsible use of artificial intelligence in governance.
