Peru to launch first national census for small-scale and artisanal mining

Peru is preparing to launch its first official National Census of Small-Scale and Artisanal Mining. A cooperation agreement has been signed between the Ministry of Energy and Mines (MINEM), the National Institute of Statistics and Informatics (INEI), and the Geological, Mining and Metallurgical Institute (INGEMMET) to facilitate this effort.

The census preparation is scheduled for 2026, with field work expected in the first half of 2027. The initiative aims to address a long-standing data gap, as previous government policies were often based on broad estimates of between 200,000 and 600,000 miners rather than precise statistics.

However, the formalization process remains controversial. Data regarding the Integral Mining Formalization Registry (REINFO) indicates that as of June 2026, only 2.6% of registrants had successfully completed the formalization process. Additionally, the Illegal Mining Observatory (OMI) has expressed opposition to new legislative proposals, such as the MAPE Law, arguing that certain measures could institutionalize informality and benefit illegal mining operations rather than effectively regulating them.
