Peruvian opposition blocks Keiko Fujimori's request for legislative powers

The administration of Keiko Fujimori is facing significant legislative resistance in Peru's Chamber of Deputies. Several key parliamentary commissions have rejected the Executive's request for delegated legislative powers, which would have allowed the government to rule via decrees for 120 days across 66 different topics.

Specifically, the Commissions of Energy and Mines, Production, Science and Technology, and Infrastructure, Housing, and Transport all issued unfavorable reports. The Energy and Mines Commission declared the request ‘not viable,’ arguing that complex issues in the mining and hydrocarbon sectors require ordinary parliamentary debate rather than a ‘blank check.’

Opposition groups, including Juntos por el Perú and the Buen Gobierno party, have criticized the breadth of the request, suggesting the government is attempting to bypass regular legislative procedures. Meanwhile, government officials, including Minister of Labor Juan Sheput, have defended the measure as a necessary democratic tool to address urgent institutional, economic, and security challenges.

In a separate matter, opposition lawmakers are also pushing for a special commission to oversee state actions and resource management in response to the El Niño phenomenon expected for 2026-2027.
