Peruvian Congress creates College of Professional Artists, bars disqualified officials

On 13 June 2026 the Peruvian Congress promulgated Law 32645, formally establishing the Colegio Profesional de Artistas del Perú (CPAP). The new autonomous, non‑profit institution will unite artists from visual, musical, dance and theatrical disciplines, operate nationally with a decentralized structure, and be governed by democratic statutes.

The law also contains a provision that prevents anyone barred from holding public office from serving on the governing bodies of professional colleges. The measure directly targets Delia Espinoza, the current dean of the Colegio de Abogados de Lima, who was disqualified by Congress in December 2025. The provision could force her removal from the dean’s post for the 2026‑2028 term, prompting debate over her continued leadership.

The legislation was published in the official gazette El Peruano and signed by acting congressional president Fernando Rospigliosi after procedural deadlines were met.
