Peru's Constitution Commission approves limited legislative powers for Executive

The Constitution Commission of the Chamber of Deputies in Peru has approved a substitute bill to grant the Executive branch legislative powers for a period of 90 days. This decision follows intense debate and a significant reduction from the government's original request, which covered 66 items. The approved text limits these powers exclusively to two priority areas: addressing citizen security and managing the El Niño phenomenon.

The bill was promoted by a consensus of four political groups: Renovación Popular, Obras, Ahora Nación, and the Partido del Buen Gobierno. The vote in the commission resulted in 13 in favor, 5 against, and 2 abstentions. While the measure was passed, members of the Fuerza Popular party criticized the omission of key powers, such as the involvement of the Armed Forces, intelligence operations, and control over the prison system.

The Chamber of Deputies is scheduled to debate and vote on the full bill on Tuesday, October 6, with a planned debate duration of three hours. If passed by the Chamber, the proposal will move to the Senate's Constitution Commission for further evaluation before a final decision is made by the Senate plenary.
