Peruvian Regional Governments Fail to Act on Critical Flood Risk Alerts

The Contraloría General de la República reported that the Platería district municipality in the Puno region received four technical sheets for critical points on the Cutimbo and Ccacca rivers but did not initiate any flood‑risk mitigation actions. The delay threatens homes, roads, crops and livestock ahead of the rainy season, and the mayor, Edver Ciro Ccosi Ccosi, was asked to detail corrective measures within five working days.

In the Arequipa region, the audit found that the regional government received 90 alerts from the National Water Authority between 2025 and 2026 identifying high and very‑high danger river and gully points. No concrete interventions or financing were undertaken, and spending was limited to fuel costs rather than preventive works. The lack of response leaves populations in Arequipa and Caravelí exposed to potential floods, overflows and erosion.

Both reports highlight systemic neglect by local authorities in addressing identified flood‑risk sites, raising concerns about public safety and the effectiveness of disaster‑risk management in Peru.
