Petrobras is facing legal and environmental challenges regarding its oil exploration in the Foz do Amazonas basin. The Federal Public Ministry (MPF) has requested the immediate suspension of drilling licenses, citing potential socio-environmental impacts on indigenous, quilombola, and artisanal fishing communities in 17 municipalities of Pará. Petrobras has denied these claims, stating that its studies show no direct impacts and that it has conducted extensive community dialogue through over 80 meetings.

Despite the legal friction, the company is moving forward with exploratory efforts. Following the discovery of high-quality oil in the Morpho well, Petrobras plans to drill three additional wells—Manga, PAD Morpho, and Crotalus—starting in early 2027. The company also holds ten exploratory blocks in the region in partnership with ExxonMobil, though these are currently awaiting environmental licenses.

Other international energy players are also active in the region. Chevron, in partnership with CNPC, is conducting 3D seismic surveys to evaluate potential in ultra-deep waters near Amapá. Meanwhile, BP has expressed strong interest in Brazil, aiming to establish a significant production hub and evaluating its Bumerangue discovery in the Santos Basin. To support reserve replacement, Petrobras is also expanding its international footprint, recently signing production sharing contracts in Ivory Coast and identifying gas opportunities in Colombia.
