Petrobras oil discovery in Equatorial Margin sparks environmental debate

The discovery of hydrocarbons in the Foz do Amazonas sedimentary basin by Petrobras has reignited debates regarding oil exploration in the Equatorial Margin. Environmental organizations, including Greenpeace Brasil and the Arayara Institute, have expressed concerns over the ecological sensitivity of the region near the Amazon River and the potential conflict with Brazil’s climate commitments.

Greenpeace Brasil highlighted risks following a drilling fluid leak in early 2026 that resulted in a R$ 2.5 million fine for Petrobras. The Arayara Institute emphasized that the existence of oil does not automatically make its extraction environmentally acceptable or compatible with national development models.

In response to calls to delay licensing decisions until after COP-30, Brazil’s Minister of Mines and Energy, Alexandre Silveira, stated that postponing the decision would be “cowardice” toward the Brazilian people. Silveira argued that oil revenues are essential to fund social policies and the country’s energy transition, asserting that Brazil must meet global demand while fulfilling technical requirements for exploration.
