Petroleum regulators in Mozambique and Brazil implement structural changes

The National Petroleum Institute (INP) in Mozambique has been granted new powers and the status of a Petroleum Regulatory Authority. This legislative change strengthens the institution's functional and technical independence in managing the country's hydrocarbons. The INP will now exercise full control over the industry value chain, including enhanced decision-making, inspection, and sanctioning powers. Notably, the institute will oversee environmental regulation by directly inspecting carbon dioxide capture, storage, and utilization during exploration operations.

Financially, the INP will implement stricter inspections regarding recoverable costs declared by concessionaires. The new framework also introduces three distinct contractual regimes for exploration and production, replacing the 2014 regulations. Under these new rules, all contracts must undergo thorough prior analysis by the INP before being submitted to the Council of Ministers.

In Brazil, the National Agency of Petroleum, Natural Gas and Biofuels (ANP) has approved organizational restructuring aimed at optimizing internal processes. The changes will be implemented in three stages between September and November. These adjustments involve transferring responsibilities between various superintendencies, including infrastructure, liquid fuels, natural gas, and operational safety. A key goal is to create an integrated area to accelerate bidding rounds for exploration and production areas.
