Petrotel Lukoil enters insolvency proceedings for Ploiești refinery

The Prahova Tribunal has officially admitted a request from Petrotel Lukoil SA to enter general insolvency proceedings. The company, which operates a refinery in Ploiești, filed the application to seek legal protection under Law no. 85/2014 regarding insolvency prevention and insolvency procedures.

Dascăl Insolvency SPRL has been appointed as the provisional judicial administrator. The court has established a strict timeline for the proceedings, including a September 4, 2026, deadline for the administrator to submit a report on the causes of the insolvency and any responsible parties. Creditors must register their claims by September 9, 2026, with the preliminary list of claims expected by September 29.

A creditors' meeting is scheduled for October 3, 2026. As part of the court order, all judicial or extrajudicial actions for the recovery of debts against the company or its assets are suspended in accordance with insolvency legislation.
