Petteri Orpo denies conflict of interest in state projects

Finnish Prime Minister Petteri Orpo has responded to inquiries from the Chancellor of Justice, denying any conflict of interest or personal benefit regarding two major state-related matters.

In the Garden Helsinki project, Orpo maintains that neither he nor his campaign donor, Ilpo Kokkila, gained advantages from the decision-making process. Orpo stated that his relationship with Kokkila is a “common professional acquaintance” and that the 3,000 euro donation from Kokkila's company, Afortus, to his 2025 campaign was within normal bounds. He noted that his only official contact regarding the project was an email from Jan Vapaavuori.

Regarding the rescue of Valmet Automotive, Orpo denied being biased in the decision to have the state acquire a 79 percent stake in the company's Uusikaupunki factory. He clarified that while Kokkila is a major shareholder in the company, Orpo's interactions with him were professional and did not compromise his neutrality.
