Phú Thọ Province Unveils Unified Housing Development Plan after Merger

Following the merger of three provinces—Phú Thọ, Vĩnh Phúc and Hòa Bình—into a single Phú Thọ Province, authorities issued Resolution No. 28/NQ‑HĐND to replace the separate housing programs previously approved by each province. The new program aligns with the province’s 2021‑2030 master plan and a vision to 2050, coordinating housing development with four dynamic zones, five economic corridors, the province‑wide urban system, industrial zones and transport infrastructure.

The plan shifts from locally‑focused housing projects to a unified spatial planning approach, diversifying housing types to meet the needs of different income groups. It specifically encourages rental housing in cities, industrial areas and labour‑concentrated zones, and allocates a portion of new commercial and social housing units for rental use to balance supply and demand.
