Philadelphia schools report low graduation rates for English learners
English learners now comprise about 22% of the School District of Philadelphia’s enrollment, roughly 25,000 students, more than double their share a decade ago. In the most recent year, only 70% of high‑school English learners graduated within four years, compared with an 88% graduation rate for students not identified as English learners.
District officials and teachers say the gap has widened as many English learners balance school with work or family duties, leading to poor attendance, suspensions and truancy. Although the district offers accelerated and virtual programs, advocates argue these flexible options are rarely accessible to newcomers who are just beginning to learn English.
Educators call for greater support and flexibility for high‑school age newcomers, noting that existing ESL classes and newcomer programs are insufficient to keep these students on track for diplomas.
