Philadelphia suspect in car theft and Penn State student murder surrenders

Kadafi Fleming, a 19-year-old suspect in the theft of an off-duty Philadelphia police officer's vehicle, has surrendered to authorities. Fleming is also identified as a person of interest in the June murder of Penn State University student Billy Schmidt.

The car theft occurred in the Eastwick section of Philadelphia when suspects stole a Dodge Charger belonging to an off-duty officer. During the incident, gunfire was exchanged after the officer pursued the suspects.

Regarding the death of 22-year-old Billy Schmidt, investigators believe Fleming may have been involved in the theft of a vehicle used during the commission of the murder. Fleming faces potential charges including robbery conspiracy, theft, and obstruction of justice. His 16-year-old brother, Azzubair Outen-Fleming, was previously apprehended in Colorado and faces murder charges in connection with the killing. A second suspect, Kaiseem Smith, remains at large.
