Philip II's decision to govern from Madrid shaped Portuguese history

Historian Paulo Freitas do Amaral examines the political decisions that shaped Portugal between 1580 and 1640. Following a dynastic crisis caused by the deaths of King Sebastian and King Henry, Philip II entered Portugal in 1580.

Although Philip II recognized the economic and maritime importance of Lisbon—a major European city and center of a maritime empire—he chose to return to Madrid to govern. Madrid served as the political center of the Habsburg Monarchy, providing a decisive advantage for maintaining authority over Castile and much of Europe.

This decision resulted in the Iberian Union being established as a union of crowns rather than Portugal being absorbed as a Castilian province. Consequently, Portugal was able to preserve much of its own institutions, laws, administration, and overseas empire, maintaining a distinct political identity during this period.
