Philippines allocates P1 billion for AI-powered flood forecasting

The Philippine Department of Budget and Management (DBM) has released P1 billion to the University of the Philippines to support Project NOAH, an initiative focused on AI-powered flood forecasting and disaster prevention.

Of the total allocation, P935 million is designated for research services, while P65 million will fund general management and supervision. The funds will be used to establish operational support systems, including the procurement of specialized ICT, digital, and scientific equipment, as well as the employment of highly specialized personnel to enhance the country’s hazard assessment capabilities.

Implemented by the UP Resilience Institute (UPRI), Project NOAH utilizes AI-enhanced modeling, LiDAR mapping, and data analytics to provide real-time hazard assessments and predictive flood scenarios. Acting Secretary Kim Robert de Leon stated that the goal is to move from a reactive to a proactive approach, allowing the government to identify risks and take action before disasters strike.
