Philippines budget proposals show divergent priorities for 2027

Analysis of the FY 2027 House Budget Proposal (HB 10858) indicates a significant shift in national funding toward local infrastructure. The proposal allocates ₱83.7 billion for multi-purpose buildings, an amount that is more than double the combined funding for public school facilities (₱31.8 billion) and health facility enhancements (₱10.1 billion).

In a separate regional development, the Cebu Provincial Board has commenced deliberations on a proposed ₱14.6-billion annual budget for 2027. Submitted by Governor Pamela Baricuatro, the provincial budget represents a 22.7 percent increase over 2026. Unlike the national trend toward infrastructure, the Cebu proposal earmarks 40.2 percent of its funds, or ₱5.865 billion, for healthcare services, including hospital improvements and medical equipment.
