Philippines Cabinet reshuffle: Dizon and Lopez swap posts

President Ferdinand Marcos Jr. has ordered a Cabinet reshuffle, reassigning Vince Dizon and Giovanni “Banoy” Lopez to new leadership roles within the transportation and public works sectors.

Vince Dizon will return to the Department of Transportation (DOTr) to focus on improving the commuter experience. His mandate includes accelerating critical mass transportation projects, shortening queues at the Land Transportation Office (LTO), and cracking down on fixers. Dizon previously served as DOTr secretary before being transferred to the Department of Public Works and Highways (DPWH) in September 2025.

Giovanni Lopez, a lawyer and certified public accountant, will succeed Dizon as the Secretary of the DPWH. Lopez is tasked with accelerating the construction of roads, bridges, and other vital infrastructure while institutionalizing anti-corruption reforms to ensure the continuity of ongoing projects. Presidential Communications Office Secretary Lino Cayetano stated the move is intended to “shift gears to accelerate reform” and improve government service delivery.
