Philippines DepEd implements stricter campus safety and anti-bullying protocols

The Philippine Department of Education (DepEd) has implemented Order No. 006, known as the Guidelines on Ensuring a Safe and Motivating Learning Environment (ESMLE). This policy introduces stricter sanctions for bullying, physical abuse, intimidation, and high-risk threats such as bomb hoaxes following shooting incidents in Tacloban and Zamboanga.

Sanctions are categorized into three levels. Minor infractions involve reprimands and counseling. Serious offenses, including repeated bullying or online harassment, can lead to suspensions, non-readmission, or exclusion. High-risk acts, such as severe violence or dangerous hoaxes, may result in immediate non-readmission or permanent exclusion and referral to law enforcement.

Education Secretary Sonny Angara stated that while the department aims to provide opportunities for student reform, it will not compromise the safety of the majority. To address threats, school authorities will coordinate with the Philippine National Police, the Department of Social Welfare and Development, and local government units. However, concerns remain regarding whether schools possess sufficient personnel, training, and support systems to enforce these regulations effectively.
