Philippines House of Representatives resumes work, pledges reforms under Marcos Jr

The Philippine House of Representatives reconvened on July 27 after a two‑month recess. Speaker Bojie Dy said the chamber will “continue to work to push for reforms that will directly address the everyday problems of our countrymen,” focusing on pending measures in President Ferdinand Marcos Jr.’s agenda. Priority legislation includes the Rice Industry and Consumer Empowerment Act, amendments to the Universal Health Care Act, the CADENA Act and the Cybersecurity Act, as well as a bill to bar children under 13 from social‑media platforms.

House Majority Leader Sandro Marcossa cited Senate disarray as a factor in the low number of enacted bills, noting that the Senate’s reorganization under President Win Gatchalian should improve legislative efficiency.

The House passed 26 of 52 petitions in its first year, but only one became law, reflecting the challenges of bicameral coordination.
