Philippines increases protections for seafarers amid Middle East instability

President Ferdinand R. Marcos Jr. has announced intensified measures to protect Filipino seafarers and overseas workers due to escalating security risks in the Middle East. The administration noted that Filipino crews on international commercial fleets face high exposure to maritime hostilities, particularly in critical trade routes like the Strait of Hormuz.

Following the deaths of two Filipino seafarers on the tanker MT Sidr on August 31, the Department of Migrant Workers (DMW) expedited repatriation for survivors and coordinated financial aid for bereaved families. The DMW has also launched investigations into shipowners and manning agencies linked to vessels exposed to danger in the Strait of Hormuz and the Northern Black Sea.

Concurrently, government data reveals a sharp decline in overseas Filipino worker (OFW) deployment. Between January and July 2026, 980,673 workers were deployed, representing a 34 percent decrease from the same period in 2025. Sea-based deployment saw the most significant drop, falling 62 percent. Analysts attribute this decline to regional instability in the Middle East and uneven global economic recoveries.
