Philippines' Pax Silica AI Hub Gains Business Support and World Bank Backing
The Management Association of the Philippines (MAP) endorsed the Pax Silica hub – a Philippine‑US joint venture for AI, semiconductors and advanced manufacturing – on the condition that the 1,619‑hectare project be governed by a clear framework that safeguards national interest, sustainability and sovereignty. MAP called for technology‑transfer commitments, strong workforce development, strict environmental safeguards and contractual protections, noting the hub could generate P180 billion in annual revenue and create 130,000‑190,000 high‑quality jobs, with about 90 % for Filipinos.
The World Bank echoed the potential, describing Pax Silica as a long‑term technology investment that could move the Philippines toward higher‑value industries. It warned, however, that a temporary slowdown in global AI spending could affect demand for related components and data centers. The Bank stressed the need for competitive energy, transport and logistics systems, and for investors to supply part of their own power and water, including renewable sources, to sustain the project.
