Philippines pursues new financing models and secures USD 1.5 billion ADB loan
The Philippines is implementing several financial strategies to bolster economic resilience and support regional growth. Finance Secretary Frederick D. Go, representing ASEAN as chair of the finance track, has advocated for modernized partnerships with the International Monetary Fund (IMF) and the World Bank Group. During meetings in Bangkok, Go called for more flexible development financing and the use of blended finance and enhanced credit guarantees to attract private capital, particularly for nations transitioning to Upper Middle-Income Country status.
To address immediate economic pressures caused by the Middle East conflict, the Philippine government has secured approximately USD 1.5 billion (JPY 236.64 billion) in emergency financing from the Asian Development Bank (ADB). This funding, part of the Assistance for Greater Resilience and Alleviation of Poverty (AGAPAY) program, is intended to cushion the impact of oil supply disruptions and economic shocks.
The ADB funds will support the Unified Package for Livelihoods, Industry, Food, and Transport (UPLIFT), which aims to stabilize fuel and electricity supplies, maintain affordable transport costs, provide financial aid to vulnerable groups, and assist in the repatriation and reintegration of overseas Filipino workers affected by the conflict.
