Philippines Secures Japan Defense Pact and EU Maritime Aid

The Philippines and Japan signed an Acquisition and Cross-Servicing Agreement (ACSA) that will take effect on August 22, 2026, allowing reciprocal logistics support between the Japanese Self‑Defense Forces and the Philippine Armed Forces during joint exercises, humanitarian missions and disaster response. The agreement was signed in Manila by Japanese Foreign Minister Toshimitsu Motegi and Philippine Foreign Affairs Secretary Maria Theresa Lazaro and was highlighted by the visit of the Japan Coast Guard training vessel Itsukushima to Manila.

On the same day, the European Union and the Philippines signed a joint statement extending a €15 million (US$17 million) maritime‑aid package under the European Peace Facility. The aid is intended to improve the Philippines’ maritime domain awareness, including surveillance and monitoring capabilities. EU High Representative for Foreign Affairs and Security Policy Kaja Kallas and Philippine Foreign Secretary Lazaro announced the deal, marking the first European Peace Facility support in the Indo‑Pacific.

Both initiatives underscore Manila’s effort to broaden security cooperation with external partners amid rising tensions in the West Philippine Sea and broader Indo‑Pacific strategic competition.
