Philippines Senate energy committee probes electricity bill shocks
Senator Erwin Tulio, chair of the Senate Energy Committee, filed Senate Resolution No. 535 to investigate the recurring electricity bill shocks that have burdened Filipino consumers. The resolution seeks a pro‑consumer policy that would ensure fair, transparent and reasonable electricity charges and improve complaint‑resolution mechanisms.
Tulio highlighted complaints about sudden bill increases, complex statements, inaccurate meter readings and prolonged power outages. He noted that the Philippines currently has the highest electricity rates in Southeast Asia, with the Southern Leyte Electric Cooperative reporting a 32 % residential rate rise and Manila Electric Co. (Meralco) facing similar pressures. The senator called access to power a right, not a luxury, and urged measures to temper high prices, especially as wages remain stagnant.
