Philippines to privatize MRT-3 railway by 2027
The Philippine Department of Transportation (DOTr) has announced plans to privatize the Metro Rail Transit Line 3 (MRT-3) through a P103.6-billion concession. The bidding process is expected to launch in 2026, with a contract award targeted for mid-2027 and a turnover to the winning bidder by October 2027.
Under the standalone concession, a private operator will be responsible for operating, maintaining, and upgrading the 16.9-kilometer line. Key improvements include replacing the train fleet and upgrading the signaling system to enhance capacity and reliability. Payments to the concessionaire will be tied to strict performance standards, including train availability, on-time performance, and station cleanliness.
Approximately 100 local and foreign firms have expressed interest in the project following market-sounding activities supported by the Asian Development Bank. While the line will be privately operated, the government confirmed it will continue to set and control passenger fares.
